113 - MAINTAINING PUBLIC SAFETY: WHAT YOU NEED TO KNOW OF THE SAFETY STANDARDS ACT AND REGULATIONS

In April 2004 the Province of BC established the BC Safety Authority (BCSA) to deliver essential safety services to business, industry, institutions, and the general public. Through an administrative agreement with the Province and working in partnership with 10 local governments in matters relating to gas and electricity only, the BCSA oversees safety services linked to the Safety Standards Act, Safety Standards General Regulations, and specific technology regulations. Technologies covered by the regulations include Electrical, Gas, Elevating, including passenger ropeways, and Boiler, Pressure Vessels, and Refrigeration. In addition each of these technologies has associated codes and standards. Over the past two years the Act and Regulation were enacted and amendments have taken place with regulations, codes and standards. Property owners and managers, building operation staff, engineers, contractors, architects, and renovators will want to know how the BCSA applies the Act, regulations, codes, and standards.

209 - SEEKING SKILLED LABOUR — BCCA INITIATIVES

There are three BC Construction Association initiatives that have been initiated to provide HR services to the construction industry. The three groups that are primarily targeted are aboriginals (A-STEP), landed immigrants (ISTEP) and skilled construction trades people from Europe (EU-STEP). A-STEP has established a number of partnerships with Aboriginal training associations. ISTEP is a pilot program that is forming a bridge between the immigrant community and the construction industry. EU-STEP sources skilled trades people in Europe and places them with construction companies that have a shortage of skilled labour. All STEP initiatives employ job coaches in order to ease transition into the workplace.
